Vietnam To Improve Tax Compliance Rules

Vietnam's Deputy Prime Minister, Truong Hòa Bình, has tasked the Finance Ministry to boost administrative reform to improve tax and customs administration.

Hòa Bình said that the Ministry was late in issuing detailed guidelines for governmental policies on areas for which it was in charge, while some documents were unclear. He lamented complicated regulations on invoices and documentation for goods, overlapping tax and customs procedures for exports, and intricate goods-verifying procedures after customs clearance.

The Minister stressed the need to adjust overlapping administrative procedures and publish information about necessary documents and procedures relating to tax refunds, tax reductions, and tax filing. He requested a further reduction in the processing time of tax and customs procedures. The Ministry was also asked to improve IT infrastructure in the tax and customs sectors to roll out an increased number of online services.

"People and businesses' satisfaction should be regarded as the measurement of effectiveness in administrative reform," Hòa Bình said.
