Ukraine Plans To Overhaul Customs In 2017

Ukraine is to put in place "serious, systematic, [and] comprehensive changes" to customs administration from the start of the year.

Ukraine's Prime Minister, Volodymyr Groysman, was speaking of the need for reform in submitting a strategy for reform to the National Council of Reforms for its approval on October 25.

A degree of reform has already been undertaken, he said, and customs is reporting increased revenues at the border since August. Groysman earlier said that the Government is looking in particular to modernize customs technology, create a modern system of video monitoring and surveillance, update customs software and increase access to global databases, and support the personal development of Ukrainian customs officials.

In submitting the strategy for approval, he underscored the importance of "retrofitting of the customs service of Ukraine," as "gray imports and smuggling are destroying the economic potential of the state, preventing Ukrainian businesses become competitive, and hindering the development of the national economy."
