Following the introduction of a new customs management system in Ukraine on August 1, authorities are undertaking a review to ensure the system is functioning as intended and considering next steps.
The "Single Window" project, which was launched on August 1, 2016, enables controlling bodies and customs offices to automatically exchange data on consignments passing Ukrainian borders. All kinds of control processes (customs, sanitary, veterinary, phytosanitary, ecological, and radiological) will be conducted through electronic data exchange.
In a statement released following the introduction of the system, the Finance Ministry said: "The initiative of the Ministry of Finance to deploy the automated single-window process is aimed to significantly simplify and speed up the customs procedures. This shall make life easier for business and remove opportunities for corruption related to customs clearance. Within a week, the Ministry of Finance will inspect the single-window operation at the customs release and clearance points in Ukraine."
Going forward, the Finance Ministry will seek to implement already approved measures to improve customs operations, including the implementation of surveillance systems and ensuring automatic distribution of customs declarations for clearance.
