Ukraine Creates Working Group On Tax Reform

Volodymyr Groysman, the Prime Minister of Ukraine, has created an expert working group to develop a draft tax reform policy.

The decision to create a working group was taken at a June 6 meeting of senior tax officials from the State Fiscal Service (SFS). Participants discussed the current problems in the tax sphere, ways to improve the tax administration system, as well as reducing the pressure controlling bodies place on businesses.

The working group, which will hold its first meeting on June 9, 2016, includes representatives from the SFS and Parliament's Committee for Tax and Customs Policy, among other experts.

Groysman said: "We have to work out approaches to tax reform of high quality as well as to implement it as soon as possible. These changes should be adopted so that, on the one hand, both the state and businesses have enough time to prepare for their implementation; on the other hand, it is necessary to impose a moratorium on any changes in tax legislation for three to five years. It will give businesses necessary predictability."

The Government has recently accelerated its efforts to revamp the country's tax system in line with EU and international best practices. The Government also recently approved three draft laws aimed at bringing about structural reform in the State Fiscal Service, in line with changes proposed by the International Monetary Fund.
