Uganda Seeks To Grow Taxpayer Base

On November 4, the Uganda Revenue Authority, the Kampala Capital City Authority, the Uganda Registration Services Bureau, and the Local Government Ministry signed a memorandum of understanding to increase Uganda's register of taxpayers through inter-agency cooperation.

The MoU will facilitate the URA's Taxpayer Register Expansion Program (TREP). One of TREP's objectives is to increase tax revenue by widening Uganda's taxpayer base through improved tax compliance in the country's informal sector. The informal sector is said to constitute over 50 percent of Uganda's gross domestic product, and employ up to 80 percent of its labor force.

To support its plan to improve compliance through the TREP, the URA has already introduced a requirement for taxpayers to obtain Tax Identification Numbers as a precondition to accessing official services and licenses. The parties to the MoU will try to make that requirement effective, by ensuring that business owners will only be able to renew a trading or professional license if they have first registered for taxes with the URA.
