US Initiates Numerous Silicon Metal Dumping Investigations

The US Department of Commerce has initiated investigations into silicon metal exports from Australia, Brazil, Norway, and Kazakhstan.

Following a petition from Globe Specialty Metals Inc, one of the world's largest producers of silicon metal, the Department of Commerce launched antidumping duty (AD) and countervailing duty (CVD) investigations. Specifically, exports from Australia and Brazil are to be subject to AD and CVD investigations, Norwegian exports to an AD investigation, and Kazakhstani exports to a CVD investigation.

Silicon metal is used in the production of aluminum alloys, for use in the automotive industry, and silicon-based polymers, which are present in many lubricants, greases, resins, and skin and hair products. US imports from the four countries in question totaled USD137.5m in 2016.

The alleged dumping margins are 28.58 to 52.81 percent for Australia, 15.41 to 134.92 percent for Brazil, and 32.25 to 45.66 percent for Norway.

The US International Trade Commission is scheduled to make its preliminary injury determinations on or before April 24, 2017. CVD determinations would then be announced in June 2017 and AD determinations in August 2017.
