US House Passes Airport Tax Extensions

On March 14, the US House of Representatives passed the Airport and Airway Extension Act of 2016, which would extend key revenue provisions to support the Airport and Airway Trust Fund (AATF) until March 31, 2017.

While awaiting long-term aviation legislation, the bill would extend the authorization of Federal Aviation Administration airport infrastructure improvement programs from March 31, 2016, until July 15, 2016.

However, House Ways and Means Committee Chairman Kevin Brady (R – Texas) explained that, without a simultaneous extension of the authority to collect tax revenue, the AATF would "be deprived of more than USD30m per day, funding which is for air traffic control, airport development, and other aviation programs. … [The Act] avoids these unnecessary consequences as Congress works to finalize a long-term aviation bill."

The AATF would therefore extend collection of ticket taxes, including the domestic passenger ticket tax (7.5 percent on the purchase price of passenger tickets), the domestic flight segment tax (USD4 per passenger per domestic flight segment), and the international arrival and departure tax (USD17.80 per international flight, or USD8.90 per flight between the United States and Alaska or Hawaii). It would also extend the excise tax on commercial aviation jet fuel.
