US Ejects Burundi From AGOA

President Barack Obama has withdrawn Burundi's eligibility as a beneficiary under the US African Growth and Opportunity Act (AGOA), with effect from January 1, 2016.

AGOA trade preference programs have increased trade with beneficiary countries by lowering US tariffs on their exports. The AGOA allows almost all goods produced in AGOA-eligible countries (approximately 6,800 items) to enter the US market duty-free. It would have expired on September 30 this year, but was recently extended for a further ten years.

Each country eligible for AGOA benefits has to have met or made "continual progress" during the year in meeting AGOA's eligibility criteria, which include the "establishment of a market-based economy, rule of law, economic policies to reduce poverty, protection of human rights and worker rights, and efforts to combat corruption."

The withdrawal of Burundi's eligibility was decided because the President has "determined that the Government of Burundi has not established or is not making continual progress toward establishing the rule of law and political pluralism."
