US Congress Passes Short-Term Airport Tax Extensions

On March 21, the US House of Representatives passed the short-term Airport and Airway Extension Act, which extends key revenue provisions to support the Airport and Airway Trust Fund (AATF) until July 15, 2016.

A week prior the House passed a bill that would have extended the authorization of Federal Aviation Administration (FAA) airport infrastructure improvement programs from March 31 until July 15, 2016, but renewed tax revenue provisions until March 31, 2017.

The latter provisions were rejected on March 17 by the Senate, which synchronized the expiry of the FAA programs and revenue authorizations to July 15 this year.

The Act was passed to President Barack Obama for his signature, and it is now expected that the Senate will move to consider a longer-term airport bill as soon as possible after the Easter recess.

AATF revenue measures include ticket taxes, such as the domestic passenger ticket tax (7.5 percent on the purchase price of passenger tickets), the domestic flight segment tax (USD4 per passenger per domestic flight segment), and the international arrival and departure tax (USD17.80 per international flight, or USD8.90 per flight between the United States and Alaska or Hawaii). The excise tax on commercial aviation jet fuel has also been extended.
