South Africa Asks For Input On Tax Policy Direction

South Africa's Davis Tax Committee has opened a consultation on funding options for the proposed National Health Insurance (NHI) scheme.

Various proposals for funding of the NHI were set out in a White Paper released by the Department of Health in December 2015, entitled Health Insurance for South Africa: Towards Universal Coverage. These include a payroll tax, a surcharge on taxable income, and a value-added tax rate increase.

The DTC is now inviting written submissions on the tax proposals contained in the White Paper by October 14, 2016. This will be followed by a workshop for oral submissions in support of the written submissions on November 1, 2016.

The Davis Tax Committee was set up by the Ministry of Finance on July 17, 2013, to review South Africa's tax policy framework and the role it can play in achieving inclusive growth, employment, development, and fiscal sustainability. It has also studied a number of specific taxes and areas of the the tax regime, including VAT, estate duty, property tax, the taxation of mining operations, and tax rules on small businesses.
