Serbian Tax Administration Still Lagging Behind EU Standards

A new report from the European Commission on progress towards European integration for Serbia has called for "urgent measures" to tackle the country's grey economy.

The Commission said that the nation's audit framework is insufficient, and said the frequent changes to the tax administration's management are "not conducive to its transformation into a compliance- and revenue-oriented service." It added that a significant number of staff are currently assigned to non-core duties.

The report suggests that Serbia needs to reduce and better monitor the discretionary powers given to tax inspectors and recommends reform to simplify tax procedures. Last, it says the tax agency should look to measures to boost tax compliance rates, transparency, and engagement with taxpayers.

It welcomed efforts so far to modernize systems for the electronic administration of taxes, under which a number of declarations can now be filed. It also welcomed the amalgamation of 35 tax forms into a single form. Further, tax payment can now be made to a single account, rather than one of 205.

Overall, the Commission said that tax preparations in Serbia are "moderately advanced," but said that a new strategy, addressing human resources, the further development of taxpayer services, and the fight against the informal economy remains to be adopted.
