Scotland Calls For Air Passenger Duty Devolution

by Robert Lee, Tax-News.com, London

10 August 2012

The Scottish National Party (SNP) is calling for the devolution of responsibility for air passenger duty (APD), arguing that the measure would provide a boost for both the Scottish economy and passengers.

SNP Westminster Transport spokesperson Angus MacNeil has criticised the UK government for failing to provide Scotland with decent direct routes to non-European Union destinations when negotiating Air Service Agreements. There are at present just four such routes available from Scotland. He also warned that while the UK government is currently reviewing its aviation strategy, the debate is too focused on South East England.

According to MacNeil, devolving the ADP to the Scottish parliament would enable ministers to persuade airlines to provide new direct international routes. This, he claimed, would provide businesses and passengers with greater choice.

“There is overwhelming evidence that Air Passenger Duty should be devolved to Scotland, to give our aviation industry the competitive edge that it needs. Given the times and distances involved in travelling, Scotland is disproportionately hit by hikes in air passenger duty - we need to take control of this tax to give our businesses a fighting chance to compete," MacNeil stressed.
