Rise In French Taxpayers Struggling To Pay

More French taxpayers are struggling to meet their tax obligations, according to statistics from the Public Finances General Directorate (DGFiP).

According to the DGFiP's tax department, the number of people asking for tax payments to be rescheduled or written off rose by 20 percent between 2011 and 2013. The number of such requests, known as "demandes gracieuses," reached 1.2 million last year. Of these, requests relating to income tax rose by 22 percent to more than 216,000, while those related to residential tax increased by 14 percent to 459,000. Most requests involved individuals rather than companies.

Solidaires Finances Publiques, the union for DGFiP workers, said that the rise is due to increasing local taxes and to changes that have brought more people into the tax net, such as the tax benefit freeze on single parents in 2011. The union's secretary, Vincent Drezet, warned that there will be a further increase in requests this year.

A recent study showed that Tax Freedom Day – the notional day when taxpayers stop funding state expenditure and start earning for themselves – came relatively late in France this year, on July 28, while most other European Union states enjoyed it more than a month earlier. Only Belgium is said to have a heavier tax burden.
