Pakistan Moves Forward On Dispute Resolution

Pakistan has launched an independent Alternative Dispute Resolution service for taxpayers to mediate in disputes with the Federal Board of Revenue.

The announcement follows the passage in the National Assembly of the Alternate Dispute Resolution Bill 2017 earlier this year.

The FBR said that it was agreed that the service be launched early in view of the 27,000 appeals pending before the Appellate Tribunal Inland Revenue and the 5,000 cases before the Customs Tribunal.

The FBR said: "The key objective of introducing the ADR is the expeditious resolution of contentious issues between the taxpayer and tax collector with no hardship to the taxpayers by independent experts free of cost."

Alternate Dispute Resolution Committees, or ADRCs, must be formed within 60 days of a taxpayer application. The Committee must then make its recommendation within 90 working days. The FBR will then have 90 days to accept or object to these recommendations. The recommendations will be binding if the FBR fails to make a decision within 90 days.
