New Zealand Inland Revenue Delays Restructuring

New Zealand's Inland Revenue has delayed the implementation date for plans to restructure its front-line services to February 12 from January 1, 2018.

The new structure will see the tax agency's offerings organized internally into three groups: two Customer and Compliance Services groups – one for individual taxpayers, families and micro business customers, and the other for small, medium, and significant business taxpayers – and one called the Information and Intelligence Services group.

The delay, which was prompted by a consultation with staff, will not affect the timetable for implementing the second phase of the restructuring in April.

The Inland Revenue said that it aimed to hire 900 more staff for specialist positions following the consultation. The authority added that it would not be making any job cuts under the changes.

"The proposed new structure is all about bringing Inland Revenue closer to customers by organizing our front line services around them," said Inland Revenue Commissioner Naomi Ferguson in May. "We need to be much more closely aligned with both the domestic and business lives our customers lead and this new structure reflects that," she said. "We're making these big organisational changes, along with our IT systems changes, to be sure that Inland Revenue's people and processes deliver on our promise to make tax simpler and easier for New Zealanders."
