New Indian Tax Chief Comments On Role

by Mary Swire, Tax-News.com, Hong Kong

20 June 2013

Dr Sudha Sharma has been speaking about his new role as chair of the Indian Central Board of Direct Taxation (CBDT), and has claimed that tax collectors "have a pivotal role to play in national growth."

Already a member of the CBDT, Sharma was appointed as chair last week. Commenting on the likelihood of the CBDT reaching its collection target for the year, Sharma warned that the tax base, which covers just 2.9% of the population, is too small. He is concerned that the "potential for tax collection is much higher than what we achieve at present."

As a result, Sharma wants to "focus on non-filers and stop-filers in order to enhance the tax base and augment tax collection." Although he hopes to also promote voluntary compliance and establish an easy to use system, Sharma is also clear that this system must "match the best in the world."

The Finance Ministry recently announced a major restructuring of the Income Tax Department, creating a total of 20,751 additional posts. The Department has been in contact with what it says are 175,000 "high priority cases" of non-compliance. A recent data-matching exercise identified around 1.2m non-filers.
