Mexico Plans New Dumping Duties On Steel Pipes

Mexico announced on July 14, 2015, that it has concluded a preliminary anti-dumping investigation into imports of certain types of carbon steel pipe from companies in the United States, Spain, and India.

The investigation was launched following complaints from Mexican manufacturers that straight or helical longitudinal seam carbon steel pipes were entering the Mexican market at below market prices – a practice known as "dumping." The investigation covers the period from April 1, 2011, to March 31, 2014.

The investigation determined a dumping margin of 56.44 percent for companies based in the US. For companies in Spain, dumping margins were established of between 5.15 percent and 73 percent, and a margin of 55.28 percent was determined for exporters in India.

The Mexican Government said that imports from the US, Spain, and India increased 13,128 percent over the investigation period. By the end of the period, imports from these countries accounted for 81 percent of all imports of these products.
