Macedonia Urged To Refine Tax System

Macedonia should reduce labor taxes for lower-income workers and seek to maximize value-added tax (VAT), property tax, and fuel tax collections, the International Monetary Fund has said.

The IMF said that Macedonia has a "highly regressive labor tax system [that] discourages low-skilled workers from entering the labor force." It said policymakers should aim to make the income tax regime more progressive and undertake reform of the social security system to maximize worker participation.

On the indirect tax front, the IMF said the country's value-added tax efficiency continues to lag behind regional peers. It said: "Enhancing the coverage and targeting of compliance risks, improving the operation of the large taxpayer office, and establishing a fully functioning risk management unit could improve collection notably. Further revenue gains can be achieved from higher tax rates on gasoline, which is among the lowest in the region, and higher taxes on property."
