MEPs Call For Recycling Levy Fund For Ship Dismantling

The European Parliament's environment committee has called for a recycling levy to pay for the safe dismantling of ships.

The levy would be charged for any port call made by European Union (EU) or non-EU ships. The revenue generated would then be placed into a "recycling fund," accessible by both EU and non-EU ships. The fund is intended to make sure that ships are taken apart at EU-approved facilities, in order to reduce the environmental impact and improve workers' safety.

Ship owners would be able choose between an annual levy and a fee per port call. The annual levy would be payable directly into the fund, and the port call version collected by port authorities. Owners who have deposited a financial guarantee to ensure that they use EU-listed facilities for recycling and treatment would be exempt from the charge.

Swedish Green MEP Carl Schlyter, who wrote the recommendation, said: "MEPs have voted to create various forms of financial incentives to safely scrap ships, including a scrapping fund financed by the industry itself. This would steer ships that trade with the EU into proper ship recycling facilities."

The European Parliament as a whole must now vote on a mandate for negotiations on the proposals with EU ministers.
