Kazakh Tax Agencies To Adopt 'Supportive Approach'

The Kazakh Government on September 12 unveiled plans to improve relations with taxpayers and increase voluntary compliance rates.

Unveiling the draft Law of the Republic of Kazakhstan "On Taxes and Other Obligatory Payments to the Budget," the authorities revealed that future interactions with taxpayers will be less frequent but more targeted.

In a statement, the Finance Ministry revealed that taxpayers will be grouped based on the tax risk they present, with enforcement resources allocated accordingly.

It said that tax officials will seek to look more at short-term tax behavior and current compliance than constantly looking to catch those failing to comply with their tax obligations significantly after the fact. This will include a reduction in the statute of limitation for tax discrepancies to three years. The change is intended to create more trust and understanding between agency officials and taxpayers and will mean Kazakh agencies will focus efforts more on supporting businesses to ensure ongoing compliance.

The law also includes amendments to the nation's transfer pricing regime to introduce a country-by-country reporting requirement, as proposed by the OECD as part of its base erosion and profit shifting project.
