Italian Revenue Agency To Help Municipalities

During a hearing of the Italian Senate’s Finance Commission, Attilio Befera, the general manager of the Italian Revenue Agency, explained how he wants the Agency to work better with local authorities and institutions in reducing tax avoidance in the country.

He confirmed that the Agency is committed to “supporting and encouraging local governments by improving the formulation and forwarding of information.” In particular, local training has been provided to some 200 local authorities, while the Agency’s online data facilities have also been made available.

The objective, Befera underlined, is “to strengthen the fight against tax evasion and to achieve a return in terms of an increase in the observance of the tax regulations and in revenues received.” He illustrated how the Agency will assist local governments in ensuring that they receive adequate revenue from the new fiscal decentralization arrangements.

The new Italian local tax regime, from next year, gives lessors the opportunity to pay a fixed local tax rate of 20% on rent received from certain residential property, and, from 2014, will establish a single local tax on all residential property rents. The Agency will furnish local authorities with all of the relevant data it has on properties within their areas, such as their contracts for services, including gas and electricity, and a property's registered owners.
