Irish Accountants Comment On Tax Regime Review

by Jason Gorringe, Tax-News.com, London

04 June 2014

The Director of Taxation at Chartered Accountants Ireland, Brian Keegan, has told a committee reviewing Ireland's tax regime that there is no such thing as "international tax;" taxes are paid by companies to the sovereign governments who hold the taxing rights.

He said a clearly defined interaction of the Irish tax system with the tax regimes of the other countries is fundamental to international trade.

Tax should be recognized as a business cost for companies and, according to Keegan, must be managed in the same way as other costs, such as utilities, distribution, and employees, to ensure that it is predictable and manageable. Keegan argued that if Ireland's tax regime were to be too closed and protectionist, Irish companies would not be able to trade abroad. Ireland would no longer be an attractive destination for companies seeking to locate their operations.

During the course of questioning, Keegan sought to defend Ireland's international reputation, but did acknowledge that improvements to the nation's tax regime can be made.

The Institute is the only professional association to have contributed to the work of parliament's Subcommittee on Global Taxation.
