India's GST Council Agrees Regime Changes

India is to cut goods and services tax rates for a wide range of goods and services from January 25, 2018, and pilot the e-way bill from February, the nation's GST Council has agreed.

Among other things, the changes will see GST cut on a number of agricultural inputs and vehicles in particular.

Meeting on January 18, 2018, the Council, comprising state and federal representatives, failed to make progress on a proposal to simplify and consolidate GST form filing obligations. The Council is expected to return to the matter at its next meeting.

Meanwhile, the e-way bill will be introduced in 15 states beginning February. Intended to remove non-tariff barriers to trading between states, to establish a single market across India, the e-way bill will require pre-registration of goods prior to transportation, meaning checks would not be needed at border checkpoints between states.
