Indian Govt Urges Taxpayer Compliance

The Indian Government has again urged taxpayers to comply with filing and payment regulations, warning that high priority cases can expect to be contacted this month.

The Directorate of Systems has been identifying Permanent Account Number (PAN) holders who have failed to file their income tax returns, and about whom information is available via an Annual Information Return, Central Information Branch data, Cash Transaction Reports, or Tax Deducted at Source/Tax Collection at Source returns. So far, over 1.2m non-filers have been detected, a figure based on more than 47m information records.

Letters were initially sent out to around 105,000 individuals, containing a summary of the information possessed, along with a customized response sheet. The Finance Ministry's preliminary assessment of the results found that more than INR60bn (USD109m) was paid as self-assessment tax and advance tax by this group over the last three months.

Another batch of 35,000 letters was dispatched this week, and a further 35,000 taxpayers will be contacted by the end of the month. A Compliance Management Cell will ensure that follow-up action is taken, and will track return filing and tax payment.

The Finance Ministry says that this data analysis initiative has also helped to define the scope of the Income Tax Department's new Data Warehouse and Business Intelligence Project. It will develop a platform for the effective use of information, with the aim of promoting voluntary compliance.
