India Aims For Better Taxpayer-Authority Relationship

Indian finance and revenue ministers have been discussing the role of the reconstituted Central Direct Tax Advisory Committee (CDTAC), with P. Chidambaram stressing that it must improve taxpayer services and relations.

The CDTAC is comprised of nominated members of parliament, together with trade, commerce and industry representatives.

Speaking at the inaugural meeting, Union Finance Minister P. Chidambaram urged that the CDTAC should develop and encourage greater cooperation between taxpayers and the Income Tax Department, and more generally reduce administrative and procedural difficulties. Other attendees included the Minister of State for Finance, the Revenue Secretary, and the chairperson of the Central Board of Direct Taxation (CBDT).

The better use of technology, higher levels of computerization and e-governance initiatives were key among the issues discussed. Reference was made to the new Income Tax Business Application Project, set up by the CBDT in an effort to introduce state of the art technology and computerize all business processes within the department.

The need to drive up revenue levels through faster dispute resolution and the speedier disposal of appeals, the creation of an online grievance resolution mechanism and the improved processing of refunds were also on the table. A better appreciation of international tax and transfer pricing issues was called for.

Concluding the meeting, Chidambaram said that all suggestions had been noted and would be examined.
