IRS Collected More In 2015, Despite Budget Cuts

The Treasury Inspector General for Tax Administration (TIGTA) has reported on the US Internal Revenue Service's (IRS's) collection and compliance activities in the 2015 fiscal year (FY).

TIGTA pointed out that, despite a decrease in its budget and in the number of its employees, total tax revenues received and collected by the IRS continued to climb in FY2015 to USD3.3 trillion, an increase of eight percent from FY2014.

On the other hand, enforcement revenue collected decreased from USD57.1bn in FY2014 to USD54.2bn in FY2015, a decline of five percent. Unpaid assessments increased to USD412bn.

The IRS Collection function activities showed mixed results in FY2015. Collections on delinquent accounts increased in most collection programs, but the Collection function also continued to receive more delinquent accounts than it closed. Fewer enforcement actions were used during FY 2015, with the numbers of levies, seizures, and Notices of Federal Tax Lien all declining.

The Examination function conducted fewer examinations in FY2015, with field examination conducting 28 percent fewer examinations than in FY2011. TIGTA found that declines in the number of examinations were directly related to the 24 percent decline in the revenue agents and tax compliance officers available to perform them during that period.
