IMO Prepares Foundation For Mandatory Audit Scheme

The International Maritime Organization's (IMO) plans to introduce a mandatory audit scheme from 2016 were set in motion with the adoption of a number of key resolutions and amendments at the Assembly of the IMO's 28th session, held recently in London.

The mandatory audit scheme is seen as a key tool for assessing member states' performance in meeting their obligations and responsibilities as flag, port and coastal states under the relevant IMO treaties. It creates a framework to support these authorities' efforts, where necessary.

To establish the scheme, the Assembly adopted numerous amendments to:

  • The International Convention on Load Lines, 1996;
  • The International Convention on Tonnage Measurement of Ships, 1969; and,
  • The Convention on the International Regulations for Preventing Collissions at Sea, 1972, as amended.

Similar amendments – already approved by the Maritime Safety Committee and the Marine Environment Protection Committee – are to be adopted during 2014 to:

  • The International Convention for the Safety of Life at Sea, 1974, as amended;
  • The Protocol of 1988 relating to the International Convention on Load Lines, 1966;
  • The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended; and,
  • Annexes I to VI of the International Convention for the Prevention of Pollution from Ships, 1973, as modified and amended.

The entry into force of these legislative changes before 2016 will establish the foundation to enable the creation of the institutionalized audit scheme, the IMO explained.
