IMF Advises Countries On Setting Up A Tax Policy Unit

The International Monetary Fund (IMF) has issued guidance on how countries can establish tax policy units.

TPUs provide independent advice to help governments develop effective tax policy and produce objective analysis of available tax options. They analyze and evaluate ideas for policy changes or new policies, consulting sources including parliament and government officials, business, labor organizations, and the general public.

The IMF said that many developing countries have inadequate TPUs. Its guidance provides a number of recommendations to help these countries improve their TPU's capabilities including: securing broad support for a TPU from the government; gradually building up the scale and responsibilities of the unit starting with an initial technical working group of delegated staff; employing an interdisciplinary team of experts with qualifications in economics, econometrics, statistics, tax law, and accountancy; ensuring TPU leadership have solid experience in tax policy theory and contemporary tax debates; establishing a binding agreement to give the unit access to taxpayer data; being transparent about its operations and development; and contracting out complex analyses to local academic institutions.
