Hong Kong Gazettes Aviation Fee Revisions

An order to support and enable proposed revisions to Hong Kong’s aviation fees and charges is to be gazetted on October 21 and tabled in the Legislative Council on October 26.

A spokesperson for the Transport and Housing Bureau said that "the government's policy is that fees and charges should in general be set at a level sufficient to recover the full cost of providing the services. At present, some fees and charges related to civil aviation are under-recovering while some are over-recovering.” Also, he added that some services are provided free of charge to the aviation industry.

It was confirmed that the Civil Aviation Department has reviewed the fees and charges under the Hong Kong Air Navigation (Fees) Regulations, and that the aviation industry has been consulted on the fee proposals and generally has no objection to them.

The order amends the Air Navigation (Hong Kong) Order 1995 to enable Hong Kong’s Chief Executive to prescribe the fees to be paid in respect of certain air navigation related matters; and to provide for the payment and refund of any fee so prescribed. The target commencement date of the order is December 16, 2011.
