Fuel Tax Hike Proposed For Auckland, New Zealand

New Zealand's new Government has broke silence on tax policy following the election, with Transport Minister Phil Twyford hinting that the federal Government could legislate to permit Auckland to collect a NZD0.10 tax per liter of fuel to fund infrastructure.

He said that he would champion adoption of the proposal if the local administration in Auckland expresses support for the plan. Later, Fairfax Media reported further comments from the minister that the tax would not also be introduced in Wellington, suggesting the levy is specifically intended only for Auckland to part-fund a light rail project that would, among other things, connect the business district to the airport.

The Labour Party became the leading party in a two-party minority government after securing the backing of the New Zealand First Party in late October. However despite arriving at a coalition agreement with NZ First, Labour will still need the support of the Green Party to achieve a parliamentary majority. With sufficient support for tax bills in parliament potentially relatively hard to attain, it is expected that there will be few if any controversial changes to New Zealand's tax regime during the coalition's term. The coalition agreement featured just one tax policy pledge: that the Government will increase penalties for corporate fraud and tax evasion. That said, an increase to fuel tax would be an easy sell to the Green Party, which supports hiking levies on polluting activities.
