Europe's New Recreational Craft Directive In Force

by Ulrika Lomas, Tax-News.com, Brussels

29 February 2016

The International Council of Marine Industry Associations has released a guide on the requirements set in the European Union's new Watercraft Directive, which replaced the Recreational Craft Directive from January 18, 2016.

The new Directive sets minimum requirements to guarantee the suitability (for sale and use) of boats, engines, personal watercraft, and certain components sold in the European Union and the European Economic Area.

Types and models in production and assessed according to the old Directive will have until January 17, 2017, until they are reassessed under the new Directive. An extra transition period, until January 18, 2020, is allowed for small- and medium-sized enterprises to comply with the Stage One exhaust emission limits. The derogation is limited to spark ignition engines with power equal to or less than 15 kilowatt.

ICOMIA and the European Boating Industry have prepared a guide on the new RCD, to provide guidance for those intending to manufacture, import, distribute, or sell products in the European single market, or in Iceland, Norway, Liechtenstein, Switzerland, or Turkey (an EU candidate member). The guide is available in nine languages.
