Estonia Publishes Sugar Tax Bill

The Estonian Ministry of Finance has announced the publication of draft legislation that will impose a tax on beverages containing more than five grams of sugar per 100 milliliters.

According to the finance ministry, the sugar tax is designed to "influence health behaviors, motivating producers to add less sugar [to] drinks recipes, and consumers [to] prefer lower-sugar drinks."

Under the draft bill, drinks will be taxed at EUR0.10 (USD0.11) per liter when they contain concentrations of sugar of 5-8g per 100ml, rising to EUR0.30 per liter on sugar concentrations of 8g per 100ml. The tax rate for drinks containing an artificial sweetener will be EUR0.10 per liter.

The higher rate of the tax will be phased in beginning January 1, 2018, at EUR0.30 per liter on sugar concentrations of 10g per 100ml, with the concentration threshold falling to 9g per 100ml in 2019 and finally to 8g per 100ml in 2020.

The tax on concentrated drinks which are diluted by the consumer will be charged according to the sugar content of the manufacturer's recommendation.
