EU To Up Monitoring Of Ship Emissions

A draft regulation to heighten monitoring of maritime industry carbon dioxide emissions was tabled for consideration at the latest meeting of European Union environment ministers on December 13, 2013.

The draft regulation, put forward by the European Commission in July, would review the current framework for monitoring, reporting and verifying the amount of carbon dioxide emitted by ships to ensure that the EU's environmental objective – of cutting CO2 emissions to at least 50 percent below 1990 levels by 2050 – is achieved.

The regulation is intended to be a first step in the EU's strategy to progressively integrate maritime transport emissions in the EU's greenhouse gas reduction policies. Presently, CO2 emissions from the shipping sector currently account for four percent of the EU's total emissions. Without action, CO2 emissions are expected to more than double by 2050.

It was reported, following their December 13, 2013 meeting, that ministers exchanged views on the scope of the proposal, on how to minimize administrative burdens, and also competition concerns.
