EU Studying Central VAT Portal

The European Commission is studying the idea of introducing a value-added tax web portal to provide a single point of access for information on VAT rules and procedures across the EU's 28 member states.

The Commission announced on March 18 that business advisory firm Deloitte has been commissioned by the Directorate General for Taxation to carry out a feasibility study into the development, implementation, and maintenance of an EU VAT web portal.

"The existing VAT rules and procedures that apply in the different EU member states can currently be consulted via various websites, databases, and tools," the Commission stated. "These scattered sources, however, are likely to restrict efficacy and comprehensiveness of VAT legislation in a cross-border context."

The Commission said that the study was part of a "three-step" approach to centralizing information on VAT in the EU. The first step was the recent launch of the Mini One-Stop-Shop (VAT MOSS) system, which is already undergoing improvement. The Commission intends to extend this portal gradually with the addition of new topics with the aim of building a "comprehensive VAT portal" in time.

As part of the feasibility study, the Commission has launched a short survey to canvass the views of potential users of the system. "This short survey provides you, as a potential user of an EU VAT web portal, the opportunity to express your view on the relevance of including various VAT related topics on the new web portal. Furthermore, it seeks your input on the practicalities regarding the usage of such a web portal," the Commission explained.

The Commission said it is accepting responses to the survey until March 31, 2016.
