EFTA Signs Up To European Aviation Regulator

The European Economic Area Joint Committee has announced its decision to incorporate three regulations into its aviation regulatory regime to promote a high level of safety in the European civil aviation sector, in particular through the establishment of a joint regulator among European nations.

The first regulation will install a set of common rules in the field of civil aviation and the establishment of a European Aviation Agency. The second will amend existing safety regulations, and a third is concerned with aerodromes, air traffic management and air navigation services.

According to the European Free Trade Association - which comprises Switzerland, Liechtenstein, Iceland and Norway - the principal aim of these regulations is to establish and maintain a high uniform level of safety within the European Economic Area. Common rules on air transport operations are introduced for licenses and training of flight crews. The regulations also include a monitoring and penalty system for those who break safety rules. To achieve these objectives, the regulatory amendments provides the European Aviation Safety Agency (EASA) with enhanced powers.

EFTA said the implementation of the regulations would allow for the full participation of EFTA member states in the EASA.

It has been agreed that the EFTA Surveillance Authority will be responsible for imposing fines or periodic penalty payments on persons or companies established in an EEA EFTA state as part of the monitoring system.
