Dutch Customs Launch Excise Fraud App

During a recent exhibition, Dutch customs officials launched a special application or ‘app’ with which to report suspected excise fraud in the Netherlands.

According to the Dutch finance ministry, the Excise Fraud Hotline was set up following consultation with the tobacco industry, to enable the sector to report signs of fraud. The app will provide an extra means with which to combat fraud in the tobacco industry, allowing the country’s customs administration to gain access to market knowledge, to ensure that its excise supervision is more effective.

The finance administration explains that every year the Dutch customs and the Fiscal Intelligence and Investigation Service seize millions of cigarettes, noting that in 2010 132 million cigarettes were seized and in 2011 a further 83 million cigarettes were seized. The ministry emphasizes that if these cigarettes were brought onto the market in the Netherlands, this would result in lost revenues for the tax authorities of around EUR38m (USD49m) in both excise duties and value-added tax.

The finance ministry plans to extend the hotline and the app from 2013 to other excise goods, including notably alcoholic drinks and fuel.
