Canada Launches Korean Steel Dumping Inquiry

The Canadian International Trade Tribunal has initiated an inquiry into whether the alleged dumping of certain steels from Korea has caused or is threatening to cause injury to Canada's domestic producers.

The Final Injury Inquiry concerns the alleged dumping of carbon and alloy steel pipe originating in or exported from the Republic of Korea. It was initiated following the issue of a preliminary determination by the Canada Border Services Agency (CBSA) in the same case.

The CBSA inquiry centred on a complaint made by EVRAZ Inc., which operates carbon and alloy steel line pipe manufacturing facilities in Saskatchewan.

The CBSA preliminarily determined that there is "a reasonable indication that material injury has occurred to the Canadian industry," and that "sufficient evidence exists" to support the claim that the goods are being dumped. It also found that "the adverse volume and price effects of the alleged dumped imports threatens to cause domestic producers to suffer further decline in production, capacity utilization, market share, prices, financial results, and employment."

The Tribunal has sent letters to domestic producers, importers, foreign producers, and certain purchasers with a known interest in its inquiry. Anyone wishing to participate in the inquiry should file a notice of participation with the Tribunal on or before September 21.

The Tribunal will issue its finding on January 4, 2018, and a statement of the reasons for its decision will follow on January 19.
