Austria Calls For Digital Tax Consensus

Austrian Finance Minister Hans Joerg Schelling has urged the European Union and the OECD to work closer together on new methods of taxation in the digital economy.

"In order to achieve quicker results in connection with the introduction of digital offices, work should be undertaken not only on a multilateral level at the OECD, [but also] at European level," Schelling said following a recent European Council meeting.

Schelling added that he was keen to "exhaust all bilateral opportunities for achieving rapid results" in this area. However, he stressed that Ireland has a particularly important role to play in helping to develop tax measures given that it "currently hosts the most important digital companies operating in Europe."

Earlier this year, Schelling said that Austria should prioritize measures to combat profit shifting and tax evasion when the country assumes the presidency of the European Union in the second half of 2018.

According to Schelling, he has already discussed the outlines of a plan with European Tax Commissioner Pierre Moscovici which includes proposals for a common corporate tax base, "virtual" permanent establishments, and the charging of value-added tax on all mail order sales.

"With respect to virtual permanent establishments, the aim is to record the profits and sales of internet companies, including those with an online presence but no physical permanent establishments in Austria," he revealed.
