Residence-Based Taxation Proposed For Americans Abroad

While the CBT - Citizenship based taxation - is certainly and completely inappropriate for citizens who are not residing in U.S. as resident on permanent basis or longer time - say 183 days or more - during a year - it is selfish for ACA members who are long term resident overseas to suggest certain provision which only benefits them. The fact that CBT is inappropriate, unjust and unique, RBT, sort of U.K., Canada and all other countries should be the answer. All those who are suggesting any simplification or changes in U.S. tax law should think, consider and suggest something worthwhile in overall good of all taxpayers and the nation as a whole, not in selfish way for some groups. Because then it is no diff than business as usual which politicians and lobbyist practice everyday for vested interest only.

Frankly confusing.For example Jersey has an adequate TIEA in effect,ratified by Italy 2012 and 2014 but for purpose of Voluntary disclosure is penalised effective for fiscal periods after 2003 whereas the Vatican deal is effective for fiscal periods after January 2009.Could your correspondent verify all of the Ministry statement? come to contain a cargo of tea [party]? I find it difficult to comprehend this knee-jerk “tax” objection to critically needed infrastructure maintenance and improvements.
Honestly, would the carriers prefer to have the PFC collected separately and in cash at a station just in front of their check-in counter? If carriers were not so intent on obfuscating fees and charges when pricing the transaction online, would there not be an excellent opportunity to partner with airports to illustrate and herald
the individual projected benefits of airport infrastructure plans. I certainly would not balk even one second at $3 of $6 if I clearly saw it benefiting a runway or terminal project at my destination or the very airport I most frequently use at home. It goes without saying that it is a much easier pill to swallow than many of the carrier imposed ancillary fees but then, that would be the reason for not illustrating it – it is but a fraction of what is charged for my accompanying bag.

It is truly amazing how politicians of any ilk blame "loopholes" as the problem in tax avoidance. Who made the laws that created the "loopholes" in the first place? The politicians. They will never understand, nor admit, that the private sector will always be smarter than they are. Tax evasion is of course unacceptable from all perspectives, but "tax avoidance" is perfectly satisfactory with the letter of the law. I'd love it if you could add more explanation about the 5th paragraph, as follows

"The income on which the tax exemption is applied is to be calculated proportionally to the R&D activities actually performed by a taxpayer, while it has also been foreseen that, where the assets are used within a business or in a related business, there will also need to be a system of rulings by the Italian Revenue Agency to ascertain the relevant applicable income. "

Here could you elaborate more on what is foreseen? I can't really understand what this means. I'd very much appreciate it if you could reply. Thank you.
