In a move which could be seen a running counter to the Cook Islands offensive to attract foreign investment, Immigration Minister Dr Robert Woonton announced that the Immigration Department would in future have the final word over the issuance of work permits. The Minister is also responsible for the Development Investment Board, and there has been a turf war between the two departments, with the DIB apparently able to over-rule the Immigration Department; now the pendulum is swinging back the other way.
Said the Minister 'Government wants to encourage genuine investors to the Cook Islands but that does not mean that we bypass certain obligations in our immigration requirements'. He was not convinced that the free and easy access of an open door investment policy was what worked best for the country. He said genuine investors would not be discouraged by what was widely accepted practice in processing foreign investment applications.
