Virgin Media, the UK-based Internet Service Provider (ISP), is trialling new technology that will enable it to measure and analyze illegal file sharing activity passing through its servers.

Business and technology consultancy Detica, which has developed the system, claims that the 'CView' tool will help the UK’s ISPs and creative industries to understand the level of digital piracy, and has the potential to measure file-sharing across all UK ISP networks.

According to Detica, CView "applies high volume, advanced analytics to anonymous ISP traffic data, and aggregates this information into a measure of the total volume of unauthorized file sharing." The company also states that the system will protect privacy and will not identify individuals.

The UK government is currently attempting to crackdown on copyright theft, and has introduced proposals in Parliament that could empower ISPs to suspend the accounts of persistent illegal file sharers.

The trial is also timely for Virgin Media, which is preparing to launch a subscription-based music download serves which will give users unlimited access to Universal Music's catalogue.

Andy Frost, Director of Media at Detica commented: “The Digital Britain report set out some bold targets to reduce illegal file sharing on ISP networks, but until now measuring the extent of the problem has been based on conflicting consumer surveys and speculation."

"We hope the launch of Detica CView will pave the way for stronger collaboration between ISPs and the media industry, by enabling all parties to more accurately measure the success of shared initiatives, reduce digital piracy and provide an unparalleled level of accuracy.”

Jon James, Executive Director of Broadband at Virgin Media added: "Understanding how consumer behaviour is changing will be an important requirement of Virgin Media's upcoming music offering and, should they become law, the government's legislative proposals will also require measurement of the level of copyright infringement on ISPs’ networks."

"Detica's CView technology potentially offers a non-intrusive solution which enhances our understanding of aggregate customer behaviour without identifying or storing individual customers' data."
