US Tax System Too Complicated, Says ABA

by Mike Godfrey, Tax-News.com, Washington

04 February 2004

Speaking at last month's public meeting of the IRS Oversight Board, chairman of the tax arm of the American Bar Association (ABA), Richard Shaw urged the US tax agency to aggressively promote the simplification of the tax code in its dealings with lawmakers.

Arguing that the increasing complexity of US tax legislation and its enforcement processes are eroding taxpayer confidence in the system, Mr Shaw explained that:

"Our tax laws have become overcomplicated and result in problems for taxpayers. It leads to confusion for taxpayers and problems for the IRS because the complexity makes it difficult for them to properly administer the law."

He continued:

"We understand they cannot control Congress, and Congress passes the laws, but we believe they can properly inform Congress of the complexity of the tax law and how it adversely affects their administration."
