The UK's Inland Revenue has released draft legislation outlining plans to impose an IR35-style regime on independent construction contractors, it emerged this week.
Speaking to AccountancyAge.com, Ernst & Young tax director, Alastair Kendrick explained that under the terms of the proposed legislation, construction firms must satisfy themselves that any contractors hired are actually self-employed.
"[The legislation] gives a lot of additional responsibilities to construction companies, and introduces new penalties against those who don't comply," he told the news service, adding that the Inland Revenue is effectively "washing its hands of all policing of the scheme and passing the responsibility on to the companies."
The new law is set to come into force in April 2006.
