Senate Republicans See Setback To Tax Cut Program

by Mike Godfrey, for LawAndTax-News.com, Washington

12 March 2004

The US Senate voted on Wednesday by a 51-48 margin to require 60 votes to approve all tax cuts being considered over the next five years which are not paid for by savings elsewhere.

The defection of four moderate Republicans during the vote came as a blow to the GOP, which (just) controls the 100 member upper house with 51 seats.

The newly approved proposal, sponsored by Senator Russell Feingold (D-Wisconsin), could make it difficult for the Republicans to pass anything but the most popular elements of the President's ongoing tax cutting program.

However, observers have suggested that the provision (which was added to a $2.36 trillion budget being debated by the Senate) may well disappear from a compromise spending bill brokered by House-Senate negotiators, as the Republican-dominated House of Representatives is likely to object strongly to it.
