Russia's presidential administration is to offer a government contract to the individual or organisation which comes up with the best definition of tax evasion.
According to reports, the 300,000 rubles ($10,000) contract will be awarded to whomever can best define what constitute acceptable corporate tax planning strategies, as distinct from tax planning mechanisms directed solely towards tax evasion.
As companies face the prospect of repeat audits of their past accounts, many complain that they are unable to plan with any certainty. This is a situation that the Kremlin is keen to rectify after a number of tax probes into large firms, which have diminished the private sector's faith in the Russian government and business climate.
The result of the competition is expected to be announced next month, with legislative proposals following in September.
Reportedly, some 200 organisations and individuals have expressed an interest in participating in the competition, including Yukos lawyers Pepelyaev, Goltsblatt and Partners.
