Five groups in Monaco selected at the end of the first consultation phase in December 2006 have recently submitted their proposals for the construction of an offshore land extension in Monaco.
In July 2006, Prince Albert announced the decision to create a new district, and set the goals for the project, explaining that:
“This is about preparing the future of our Principality, by finding a solution to the current inadequacy of building land and areas for the public."
"Our goal is to achieve this whilst respecting our environment, in particular the fauna and flora of our marine area. In this respect Monaco must and shall set the example.”
Sixteen candidates took part in the first consultation phase, which in December
2006 resulted in the selection of five groups. The restricted number was guided
by economic reasons, as each proposal represented a significant cost, but was sufficient to ensure real competition. The best players from
around the world were stakeholders in these groups.
According to the authorities:
"2007 was devoted to the meticulous drawing up of the proposals by the five candidates, adopting an approach of controlled exchange with the Monegasque State on the fundamentals of the proposal, namely in terms of the requirements concerning the urban, architectural, constructive, programmatic, economic and environmental aspects."
Throughout this process, the Monegasque authorities engaged the support of consultancy firms with recognised expertise in the financial, legal and technical areas.
On March 26th and 27th, 2008, the representatives from each group presented the results of their reflective analysis to Prince Albert, and officially submitted their bid to the Monaco Government.
A technical commission must now analyse the various facets of the proposals in minute detail.
Once this work is completed, and on the basis of the technical report, the Government will enrol the assistance of Institutions from the Principality to take part in the “Bidding evaluation Commission”, and will then submit its recommendations.
The government concluded by explaining that: "At the end of this process, which will last several months, the final decision as far as the successful project is concerned will be made by H.S.H. the Sovereign Prince."
"In order to ensure absolute fairness between the Groups during the various phases, the representatives from the Commissions and more generally all those involved, will not of course be able to divulge information on the contents of the work nor on the proposals put forward."
