The Polish Government has extended its VAT regime to bring it closer to EU standards. In Warsaw on Saturday proposals were announced which would extend the 22% headline rate of VAT to a number of categories of goods and services which are currently exempted from tax or charged at the preferential 7% rate. The Government also proposes to move towards a uniform basis of taxation for domestic and imported products.
The government intends to impose the 7% rate on rental charges commencing in 2001; and in 2002 the 22% rate will be applied to the rental of flats not covered by housing policy. VAT will also be applied to payments for licenses, franchises and other intellectual property.
The 7% rate will be charged on newspapers and other magazines in 2001; but the existing zero rate on books and specialistic periodicals will be retained until the end of 2007.
The government decided not to raise VAT on children's clothing or toys, but will continue to tax agriculture, forestry and fishing.
