Former Filipino tax chief Liwayway Vinzons-Chato has filed a bill with the House of Representatives which seeks to merge the country's tax agencies into a single independent revenue body.
Under House Bill 6007, the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BoC) would merge into one sole agency, which would be named the Philippine Revenue Authority (PRA).
The bill also recommends that the BoC be transformed into a new customs body - the Philippine Border Services Agency.
Chato claims that the reform is needed to improve tax collection, which continues to fall short of targets.
