PayPal Settles Online Gambling Charges

by Glen Shapiro, LawAndTax-News.com, New York

31 July 2003

The United States Attorney for the Eastern District of Missouri, Raymond W. Gruender announced last week that PayPal, the online payment service owned by eBay, has agreed to pay $10 million to the Department of Justice in a settlement over claims that it aided illegal offshore gambling activities.

The payment network stood accused of illegally transmitting monies from US citizens to offshore sportsbooks and casinos which violated the federal Wire Wager Act, in addition to various states' statutes, which prohibit online gambling.

Mr Gruender explained last Thursday that:

'Offshore sportsbooks and on-line casino gambling operations which do business in the United States generally do so in violation of federal criminal laws. Therefore, we will continue to investigate and pursue such activity.'

He went on to praise both PayPal and eBay for their 'cooperative and conciliatory' approach towards resolving their liability, and revealed that the firms have pledged their assistance in federal law enforcement investigations.
