Office of Fair Trading chief, John Vickers has suggested that US-style immunity deals for informers on cartel arrangements are the way forward, according to a Financial Times report.
Speaking to the UK business daily, he explained that this approach is likely to be successful because:
"Holding together collusion isn't that easy. People have got to trust each other in a cartel and it's our job to tip the balance in favour of competitive incentives [and] away from collusive incentives. I think the potential for leniency can be very important in eroding the trust that's needed to hold cartels together."
So far, the OFT has not utilised the covert bugging and surveillance powers afforded to it when cartel activity became a criminal activity in the United Kingdom. However, Mr Vickers stressed that he will not hold back from authorising such a move if he feels that it is necessary in 2004.
